The Bhutan Construction and Transport Authority (BCTA) is pleased to announce the opening of registration for the upcoming  Induction Course for Bhutanese who aspire to be a construction contractor.

The Induction course will be conducted physically in Thimphu from December 9th  to 10th  2024.

Eligibility:

  1. Bhutanese Citizen.

  2. 18 years and above.

  3. Not a civil servant or a corporate employee.

Registration Fee:

Nu.1000/- (non-refundable)

  1. Online Registration for the course will open on 21st November, 2024 and will close at 5:00 PM on 4th December, 2024.

The Bhutan Construction and Transport Authority (BCTA), in collaboration with the Traffic Division, would like to inform the public that starting from the 24th of September 2024, joint inspections will be conducted within Thimphu Thromde. This inspection is a part of rigorous initiative to strengthen the enforcement of the following key regulations:

 

  • ·        Strict Adherence to Vehicle Stopping and Parking Regulations (illegal parking along the street/road)
  • ·        Prohibition of Unauthorized Vehicle Modifications
  • ·        Regulation on the Display of Billboards, Banners, and Stickers on Vehicles

 

This initiative is intended to promote road safety, reduce traffic congestion, and ensure a smoother and more efficient traffic flow for everyone. Similar programs will be implemented nationwide.

 

We strongly urge the public to cooperate as we work together to enhance road safety and efficient traffic management.

The Bhutan Construction and Transport Authority (BCTA) is pleased to announce the opening of registration for the upcoming Refresher Course for those Contractors whose BCTA Certificate is expiring from 1st October 2024 to 31st December 2024.

The Refresher Course will be conducted in person in Thimphu from September 2nd to 5th, 2024 in two batches.

Registration Fee:

Nu.1000/- (non-refundable)

Registration Instructions:

  1. It is mandatory for Construction Firms to attend the course for Renewal of BCTA Certificate.

  2. The course can be attended by either the firm's owner or its registered human resources.

  3. Registration must be done online. Link to the registration form will be available on the website www.bcta.gov.bt  from August 15, 2024 at 10:00AM and it will be closed at 5:00 PM on August 28, 2024.

  4. Please provide your correct and complete details as required in the registration form.

  5. After filling out the form, on submission, you will see 'Your Response has been recorded'. That completes the online registration process.

  6. Any other mode of registration (telephonic call, application and email etc.) will not be accepted.

This is to inform all that the eRaLIS system is down due to an operational failure of the Percona Database Cluster on Kubernetes setup. Therefore, the driving test registration for Thimphu Region could not be configured today. If the system issue is resolved, the driving test registration will be opened at 4:00 pm on Sunday. However, if the system cannot be resolved, we will postpone the test registration to later dates. We will update accordingly.

Annexure-1 Course Details 

Course Title

Capacity Building for the Procuring Agents and Contractors to Comply with the Construction Quality Compliance Mechanism (CQCM).

Duration

1 day

Target audience and needs

Up to 20-30 procurement agents and contractors who will need to comply with CQCM framework during the implementation of projects.

Course description

This course provides an overview of certain aspects of the CQCM Framework as they relate to procurement and regulatory processes and uses concrete examples to guide participants thinking about how they can use the Framework to support the quality of their own work. It focuses on the advantages for the participants in using the Framework and how the Framework can make their roles more effective and can increase accountability and quality throughout their implementation of construction projects.

Course Aim

Participants will gain a deeper understanding of the scope and purpose of the CQCM framework, their obligations for compliance, and the key principles and processes to apply.

Course Objectives

By the end of the training, participants will be able to:

·         Explain why quality in construction is an important aspect of national development plans

·         Explain the structure and contents of the CQCM Framework as it relates to their own work

·         Discuss the relevance of procurement standards as outlined in the CQCM Framework

·         List actions they will take to implement the relevant aspects of the CQCM Framework

Public Notification

The Bhutan Construction and Transport Authority would like to notify the public regarding the maximum permissible height of the load for the vehicles, as outlined in Sections 417, 418, and 419 of the Road Safety and Transport Regulations 2021 as follows:

The maximum height of the load in case of medium and heavy vehicles shall be up to the cabin level of the vehicle. This is subject to the loading capacity outlined in Schedule-II of the Regulations.

The laden and unladen weight for light vehicles shall not exceed the gross vehicle weight and the height of load should not exceed 30 cm above the carrier.

The load volume of the pickup shall not exceed 30 cm above the cabin level but within the gross vehicle weight.

Therefore, any vehicles (heavy, medium, light, and pickups) that are modified to carry loads exceeding the permissible height limit are requested to remove the modifications by 30th April 2024. 

It may be noted that defaulters shall be penalized as per the provision of Regulations after the above deadline.

    This is to inform the general public that the erstwhile Road Safety and Transport Authority (RSTA) and the erstwhile Construction Development Board (CDB) are merged together and a new organization called the Bhutan Construction and Transport Authority (BCTA) was formed with effect from 30th December 2022. 

    Now all fees related to Construction Services can be deposited in cash at the BCTA's Regional and Base Offices w.e.f 1st August 2023. The applicants are requested to show the mail "application approved for payment" for the payment to be made at BCTA Regional/Base Offices.     Launch of eRaLIS 2.0, Web-based GPS system, RSTA Annual Report 2021-22 and Road Safety Audio Visual


    1. eRaLIS 2.0

    The Hon'ble Minister, Ministry of Information and Communications launched eRaLIS 2.0 to enhance public service delivery of RSTA. e-Registration & Licensing Information System (eRaLIS) v 2.0 is the enhancement of the existing database system aimed to  improve reliability, scalability, fault isolation and improve service delivery.The enhanced system has been rolled out on trial basis since August this year with the option to  use QR code or online payment system. The enhanced  mRSTA app updates will also be soon available in both the Play and App store.


    2. Web-based GPS system for passenger buses

    The web-based GPS system for passenger buses was also launched today. The development of a web-based GPS system and installation of GPS in the passenger buses is intended to promote and enhance the safety of passenger bus service in the country. A web-based GPS system would not only help in monitoring the safety of passenger buses on a real-time basis but also provide required information such as road-block, passenger bus breakdown, route-deviation and traffic violations of a particular bus plying along a particular route. This would also promote disciplined driving culture of public transport drivers which would eventually gain better trust from the public availing public transport services.


    The citizen portal will be made available on the RSTA website, once the user training and the installation of the GPS is completed for all the passenger buses.


    3. RSTA Annual Report 2021-22

    The Annual Report of the Road Safety and Transport Authority for the financial year 2021-22 was also launched. This Report provides a glimpse into the programs, activities, KPIs and challenges in the area of surface transport in the country. The Report also highlights some of the major initiatives and headways made in this sector. Amongst others, a comprehensive National Surface Transport Policy 2021 was developed and  submitted to Gross National Happiness Commission Secretariat for policy screening, Road Safety and Transport Regulations 2021 was launched and being implemented. The Strategic Surface Transport Roadmap 2022 is developed which would serve as a guiding document in our pursuit of a safe, reliable, efficient and sustainable surface transport development.


    Along with the above, the Ministry also released an advocacy video on road safety and traffic discipline.


    The occasion was graced by Hon'ble Minister and Dasho Secretary, MoIC accompanied by all officials of the Ministry.

    The Ministry of Information and Communications would like to inform the general public that the Road Safety and Transport Regulations 1999 is now repealed and replaced with the Road Safety and Transport Regulations 2021. This is done considering the changes, emerging issues and needs of the surface transport scenario in the country.

    The Road Safety and Transport Regulations 2021 will come into effect from 1st July 2022. The RSTA in collaboration with Traffic Police, RBP will be conducting advocacies and sensitization through June 2022.

    Press Release on Cyber Security Leadership Program

    A Cybersecurity Leadership program targeting senior leadership and officials from the Royal Government of Bhutan began on the 6th of January 2022. It is supported by the Temasek Foundation and organized and implemented by the Nanyang Polytechnic International, Singapore.     In keeping with the Road Safety & Transport Regulations, the Road Safety & Transport Authority has assessed and reviewed the fuel and operational cost for operation of passenger buses and taxis. Accordingly, the revised fare for buses and taxi, for both intra-district and inter-district travel, is published and can be accessed at the Authority's website www.rsta.gov.bt. 
    Therefore, all passenger bus and taxi operators are requested to comply with the published fare and refrain from charging fare beyond the approved rate. Any commuter who has been charged excess fare may report the issue to the nearest RSTA office or Traffic Police with details of vehicle, journey date and time.

    Public Notification on Extension of Grace Period for Vehicle Ownership Transfer

    The Road Safety and Transport Authority would like to inform the general public that the grace period for transfer of vehicle ownership (without levying fines and penalties) has been extended till 31st December 2021. This is on account of the enormous interest shown by the general public and the back log created by the pandemic during the last grace period.

    Public Notification for Drivers to undergo COVID Test

    The Road Safety and Transport Authority informs that all passenger bus, city bus, taxi and truck drivers in all Dzongkhags are required to undergo mandatory COVID-19 tests once every two weeks with immediate effect, and the test can be done at any flu clinic or testing stations in your respective dzongkhag.

    Further, the RSTA and RBP will conduct regular checks along highways and checkpoints to ensure that these drivers have valid COVID-19 negative certificates along with driving license and other vehicle documents.

    The Regional Transport Office, RSTA Thimphu will reopen with effect from Tuesday, 2nd February 2021 for delivery of regular public services.

    The office shall remain closed for the public on Monday, 1st February 2021 for cleaning and disinfection of the premise since it was used as a self-contained zone for mobilization and deployment of vehicles for COVID-19 containment duty during the 2nd lockdown.

    Information on Check Post Management System (CPMS)

    Upon the directives of the Royal Government of Bhutan, Department of IT & Telecom(DITT) has developed Check Post Management System (CPMS) to track movements of vehicles and people through formal point of entries/exists at check posts within the Dzongkhags during COVID-19 pandemic.

    The system can be conveniently accessible through online by both the applicants as well as implementing agencies i.e Road Safety & Transport Authority (RSTA) and Royal Bhutan Police (RBP). The system can help for contact tracing, if required, by the Ministry of Health (MoH) to enable accurate and fast contact tracing.

    The CPMS (cpms.rbp.gov.bt) shall be used as follows;

    1. For passengers traveling by public buses, respective ticketing counters will register the passengers upon sale of tickets. This will further be verified by RSTA on pre-departure inspection. For this purpose, all bus operators are asked to provided PC/laptops to their ticketing counters, and they were trained with the help of DITT and Dzongkhag IT.
    2. For taxi, respective drivers and passenger should jointly register on CPMS before journey.
    3. For private vehicles, the driver should register on the CPMS.
    4. For those passengers with no access to Internet/smartphones, the RSTA was instructed by Hon'ble PM to establish hotline, and it will tentatively be done by today.
    5. As per the advice of MoH and respective Dzongkhag Incident Command Center, the entry of vehicles are allowed to southern dzongkhags.
    Registration is required only for inter-district movement, and will be accepted only after 00:01 AM 11th Sept. 2020.

    Notification on Suspension of RSTA Services

    In line with public notification issued on 20th March 2020 vide letter number RSTA/TD-14/2019-20/382 the Authority would like to once again notify the general public of following changes in light of the COVID-19 pandemic.

    1. Penalties for not renewing vehicle documents and driving license shall not be levied from March 28th till further notice.
    2. All RSTA services requiring physical presence of the general public (vehicle registration certificate and driving license renewals and duplicate, vehicle road worthiness certification) shall stand suspended till further notice. However, as an alternate mode for the service, the general public is encouraged to refer to online transactions manuals  for appropriate Online services payment.
    3. In absence of online service for vehicle road worthiness certification, the RSTA will not be able to provide service in the area until further notice. However, new vehicle registration service will be entertained.

The objective is to reduce use of paper, increase work efficiency and reduce turn around time in issuance of driving license. It is also aimed to curb the existence of favoritism and nepotism culture as speculated by general public in issuance of driving license.

    In total 26 candidates were registered online for the test, 21 were fresh Learner License holders of which 07 candidates underwent eTest, 06 candidates were passed and 1 candidate failed to secure the required pass marks.

    This is to notify all concerned and the public that the RSTA has updated the Passenger Bus and Taxi Fares taking into account the reduction in distance between Thimphu and Phuentsholing with the opening of the Damchu-Chhukha bypass.

    The updated fares had been implemented w.e.f July 25, 2018. The fares have been uploaded on the RSTA website (wyw.rsta.gov.bt ) under downloads and public transport menus and also shared via the facebook and twitter accounts of the Authority.     Thimphu Regional Office to Conduct Driving Test on Weekends

    Keeping in view the ever-increasing number of individuals wishing to register and sit for driving test, the Regional Transport Office, Thimphu will conduct driving tests for the public on Saturdays and Sundays as well, as a temporary measure, in addition to the test held every Tuesday.  The registration for Thimphu will be open on every Thursday from 9.30AM onwards.

    eTest Introduced for conducting written driving test in Phuntsholing, RSTA

    The Road Safety and Transport Authority (RSTA), Phuntsholing has introduced eTest (Online test) for driving test from 5th January, 2018. The first test was chaired by  the Director General of RSTA. The same shall be introduced in Thimphu and other regional offices soon. The objective of the initiative is to reduce use of paper, increase work efficiency and reduce turn around time in issuance of driving license. It is also aimed to curb the existence of favoritism and nepotism culture as speculated by general public in issuance of driving license.

    Twelve  candidates were registered online for the test, where one of the candidate failed to secure the required pass marks. Candidates are required to attempt all 20 questions which carries two marks each. The questions are generated randomly from the question bank and every candidate gets a different set of question. The test duration is  30 minutes, once the test has been started, the count down timer starts. All questions are multiple choice question based on traffic signage and traffic rules.

    All Traffic Police personnel under Gelephu and Phuntsholing Jurisdiction are now trained to use online system

    All Traffic Police personnel in Phuntsholing, Gedu, Tsimasham, Gomto, Gelephu, Sarpang, Zhemgang, Panbang and Norbuling has been trained to use the online system to check vehicle and driving license details on validity and offense. They will also be able to trace contact address and mobile number of the vehicle owner and Driving license holder during emergencies such as accidents and while vehicles are left un attended for long or while the traffic/way obstruction has occurred. Vehicle owners and Driving license holders may get call from traffic police and RSTA from now on for verification.

    To enable online payment facilities for payment of fines and penalties after the issuance of Traffic Infringement Notice (TIN) by Traffic police, they will now update the offense record within 24 hours.     Vehicle Number Plate Detection cameras installed in Thimphu

    This is to notify the owners and custodians of motor vehicles that Royal Bhutan Police through the Safe City Project Solution have installed Vehicle Number Plate Detection cameras at selected locations in Thimphu.  The cameras will detect the number plates which are in line with the standards set by the Authority. However, while testing, the cameras could not detect sub-standard and faded number plates.

    The fare rates for passenger  bus and taxi has been revised based on assessment considering fuel price and other operating costs. The revised fare will be effective from 1st December 2017. All passenger bus operators, Taxi operators and Commuter are requested to be informed of the  revised fare rates for strict compliance from 1st December 2017,  If there be any issue, all individuals are requested to report the issue to the nearest RSTA office or Traffic Police to help enable  enforcement of the rules uniformly for the benefit of all.

    Mr Namgay, a Taxi driver has returned a package left in his taxi by a passenger  putting in extra effort  to trace the owner. The package contained a Bangchung (Traditional container), a pair of Zapchi phob (Traditional wooden cup) and a Zujiruchi flask.     Cleaning of Bus Terminal, Thimphu lead by Hon'ble Minister for Ministry of Information and Communications

    The Hon'ble Minister for Ministry of Information and Communications (MoIC), Lyonpo D.N Dungyel initiated and lead the cleaning program in and around bus terminal, Thimphu today. The Hon'ble Minister was joint by the Director General, Road Safety and Transport Authority (RSTA) and its officials  together with the staffs of Bus Operators. 

    The bus terminal in Thimphu is one of the busiest place today. Every day, about 200 passenger transport buses depart and arrive in the terminal. As a sense of ownership and to confront waste management challenges, this program was initiated to build an instinct of social responsibility and to create a clean and beautiful  place to live in.

    Initiated Drug and Alcohol test for Drivers to ensure safety to all road users

    RSTA has started conducting drug and alcohol test for Drivers to ensure safety to all road users. RSTA started drug and alcohol testing with  passenger bus Drivers first. In total, 73 passenger bus Drivers were tested on 4th September, 2017 and all were tested negative. The test will cover taxi drivers in the next phase, and gradually, all drivers will be covered. The test will be conducted on highways at any place, any time and on anyone.

    Handing over of Traffic Safety Equipment to Royal Bhutan Police

    RSTA handed over traffic safety equipments worth Nu. 0.7 million to the Royal Bhutan Police yesterday as a support to strengthen the professional capacity of the traffic police personnel while executing their work.

    The Director General of RSTA acknowledged the relentless hard work put in by the traffic police in ensuring the safety and security of the motorists and other road users. He also conveyed the firm commitment and support of the Secretary of Ministry of Information & Communication (MoIC) towards strengthening the capacity of RBP traffic personnel in the field.

    The equipments includes breath analyzer with inbuilt printer, quick alcohol testing machine, speed gun and other accessories. The Chief of Police thanked RSTA and assured that the work of the traffic personnel in the field will be made much easier with the use of the equipments.     RSTA appreciates customers using the online payment Services to avail RSTA services, however please note that vehicle owners must still visit the nearest RSTA office for inspection of the vehicle  for fitness test (Road Worthiness Test) and pay accordingly as required.     Dasho Lham Dorji, the outgoing Director General of RSTA officially handed over the charge of the Department to Mr. Karma Pemba, the Offtg. Director General on January 12, 2017. During the handing/taking ceremony, Dasho expressed his gratitude to the family of RSTA for working cooperatively with him and bringing RSTA thus far.     Weather forecast: Possibility of light Rain and Snow fall over the western, central, and northern Bhutan soon.

    The weather forecasting center with the National Center for Hydrology and Meteorology forecasts possibility of light rain/snow over the western, central, and northern Bhutan in next 72 hours. The press release also says high altitude areas about 3500 metres above the sea level likely to receive light to moderate snowfall. In this regard, RSTA requests all the travelers to avoid driving in the late nights and early morning.     There are reports of snow fall and icy road conditions along the East-West high way and other roads especially along high passes and wet roads, All travelers are cautioned to be careful and dive slow. 

    Some tips for safe driving on icy roads:
    Slowing down is the most important thing to do when driving on ice and snow. High speeds make it both easy to lose control and difficult to stop. You should never be driving faster in any vehicle when roads are icy - not even on highways! In many cases, much slower speeds are necessary. You can slide off of the road on certain types of more treacherous icing - like black ice - at 10mph or less! If you're fishtailing or sliding at all, it means you are going too fast for the conditions.

    Brake application is a common trigger of slides that result in a loss of vehicle control. ABS (antilock brakes) do not work well on ice and snow, and often will lock up your wheels regardless. Sliding wheels are uncontrollable, that is, steering input will not change the vehicle's direction if the wheels are sliding.

    The MoIC organized two days workshop on Road Safety, Transport Management and Environment Friendly Transport on 12 and 13 December 2016 at Galing Resort in Paro. Resource persons from Thailand and RSTA made presentations on Transport Demand Management, Pulic Transport Planning and Management, Traffic Engineering, Transport Act and Regulations, Online systems such as eRaLIS, ITS and environment friendly transport etc. Around 41 participants from RSTA,MoWHS, City Bus services of Bhutan Postal corp and Traffic Police attended the 2 days workshop. The workshop is funded by the UNDP under the Low Emission capacity building (LECB) project which is managed by the PPD, MoIC.

    18 new city buses Inaugurated by Hon'ble Lyonpo, MoIC

    Hon'ble Lyonpo, Ministry of Information and Communications inaugurated 18 new city buses which will hit the roads immediately. Addition of 18 new buses was funded by the Royal Government Government of Bhutan, it would increase the city bus fleet to 48, which will greatly ease the traffic congestion in the city and also provide alternatives to personal transport.

    First multi-sector stakeholder consultation workshop on updation of National Transport Policy 2006 with the aim to develop an inclusive and sustainable transport policy 2017, was conducted yesterday by the MoIC in collaboration with the UNDP and KPMG who is the consultant for the work. The Hon'ble Secretary of MoIC,Dasho Karma Wangchuk Penjore graced the opening.

    "World Remembrance Day for Road Traffic Victims" was observed yesterday, on 21st of November 2016. Hon'ble Lyonpo, MoIC presided the day by lighting 1000 butter lamps in memory of people lost in the road traffic accidents. At Thangthong Dewachen Nunnery, Zilukha. The World Remembrance Day is observed every year on the third Sunday of November each year. It is a major advocacy day for Road Traffic Injury prevention.

    Vehicle Emission Test

    M/s Yangki Automobiles, the vehicle emission testing agent, has started conducting emission test at the testing centre located at Changzamtog, Thimphu from 1st of September 2016.  Therefore, all the vehicle owners are requested to visit the testing center to get the emission testing done for their vehicles.  Six other testing centers across the country shall soon be established to cater to the needs of the vehicle owners throughout the nation.  RSTA will notify the public through this website as and when each of these testing centres are established.

    Cancellation of Vehicle Record

    All vehicle owners are reminded to renew your vehicle documents and keep them up-to-date all the times.  Those registration of those vehicles which have not been renewed for more than two years shall be cancelled from the system.  The list of vehicles with their registration records cancelled shall be forwarded to Traffic Police to strictly monitor and prohibit their movement.  Therefore, please check your vehicle documents from time to time and renew them well on time.

     In case a vehicle's registration is cancelled in the system as a result of failure to renew the registration certificate on the part of the owner, registration of any new vehicle in the name of defaulting owner shall not be entertained in the future.

    Annual Performance Agreement signed


    The Annual Performance Agreement (APA) for 2016-2017 financial year was signed on 4th August, 2016 between Hon'ble Minister and Hon'ble Secretary, MoIC. Subsequently Hon'ble Secretary signed the APA with the its five Department heads (DITT,RSTA,DoIM,DoAT and BCAA).

    Hon'ble Minister instructed all officials of MoIC to put in extra effort to achieve all stated APA goals for which both Hon'ble Minister and Hon'ble Secretary shall be providing full support. The Minster also stated that team work is very essential for MoIC to achieve all of its stated APA goal. The Hon'ble Secretary also reminded the importance of achieving all the committed target by being specific on target indicators. He also informed that APA shall also however be used as a tool to evaluate individual performance.

    Construction of Kamji Bridge has completed. The route has been opened for traffic from 6.00 PM today (30/07/2016) for light vehicles and Passenger buses only. Heavy vehicles shall have to use Pasakha bypass until the site gets stabilized.

    His Majesty The King appointed seven government secretaries, today. The new secretaries received Dhar from His Majesty at the Tashichhodzong.

    Dasho Karma W Penjor, the former secretary of Dratshang Lhentshog, is the new secretary of Information and Communications Ministry. He received the red scarf in April, this year.

    Sonam Wangchuk, the former secretary of GNHC, has been appointed as the new secretary of the Labour and Human Resources Ministry.

    Dr. Ugen Dophu, the former Director General of Department of Medical Services, takes over as the new Health Secretary.

    Sonam Topgay, the former Director General of Department of Law and Order, is now the secretary of Ministry of Home and Cultural Affairs.

    Karma Yeshey, the former Director General of Department of School Education, is now the secretary of Education Ministry.

    Nim Dorji, returns to the Ministry of Finance, where he worked for 25 years, as the Secretary, after serving as Director General of Agriculture Department for a year.

    And Chencho Tshering, the former Paro Dzongda, now the National Council?s Secretary General.

    The Secretaries to the Government are appointed by His Majesty The King, as described in the Constitution.

    The Constitution says on the recommendation of the Prime Minister, who shall obtain nominations from the Royal Civil Service Commission on the basis of merit and seniority and in accordance with other relevant rules and regulations.

    System User Training for Officials

    RSTA is conducting systems user training for all its officials for the new Vehicle Registration and Driver Licensing system. With the new system, system has strict validations for all transactions as per RST ACT and regulations. We have also integrated our system with Census database for validating citizen information. Online payment solutions for renewal, penalty, replacement of document and others could not be started as RaMIS system is not yet ready and capable, however we shall be ready as soon as RaMIS is stable and capable for integration and online payment. Citizens shall also be notified via SMS and email for any alerts on renewal, afters transaction and etc. Road Safety and Transport Authority hopes  to improve our service and ease  work for both Vehicle owners and Drivers.
