This is to inform the general public that the e-Tool system which was hosted and managed by the Bhutan Construction and Transport Authority (BCTA) is now formally handed over to the Department of Procurement and Properties (DPP) with effect from 3rd November 2023.
Therefore, all are requested to contact the Department of Procurement and Properties on any works related to the e-Tool System (including replacement and release of equipment, HR, User credentials, Update/Correction of APS/work information, etc).
This is to inform the general public that the erstwhile Road Safety and Transport Authority (RSTA) and the erstwhile Construction Development Board (CDB) are merged together and a new organization called the Bhutan Construction and Transport Authority (BCTA) was formed with effect from 30th December 2022.
Now all fees related to Construction Services can be deposited in cash at the BCTA's Regional and Base Offices w.e.f 1st August 2023. The applicants are requested to show the mail "application approved for payment" for the payment to be made at BCTA Regional/Base Offices. The payment should be made within 30 Days after the payment advice has been received by the applicants. Kindly send a copy of payment receipt to rchoden@bcta.gov.bt to complete the construction services application process.

To promote and ensure safety of cycling enthusiasts, pedestrians and other road users, the Bhutan Construction & Transport Authority (BCTA) and Traffic Police will be enforcing regulations on bicycles with immediate effect. All cycling enthusiasts are requested to abide by the provision of regulations for your own safety, the safety of other road users and pedestrians.
It may
be noted that defaulters shall be penalized as per the provision of
Regulations.

1. eRaLIS 2.0
The Hon'ble Minister, Ministry of Information and Communications launched eRaLIS 2.0 to enhance public service delivery of RSTA. e-Registration & Licensing Information System (eRaLIS) v 2.0 is the enhancement of the existing database system aimed to improve reliability, scalability, fault isolation and improve service delivery.The enhanced system has been rolled out on trial basis since August this year with the option to use QR code or online payment system. The enhanced mRSTA app updates will also be soon available in both the Play and App store.
2. Web-based GPS system for passenger buses
The web-based GPS system for passenger buses was also launched today. The development of a web-based GPS system and installation of GPS in the passenger buses is intended to promote and enhance the safety of passenger bus service in the country. A web-based GPS system would not only help in monitoring the safety of passenger buses on a real-time basis but also provide required information such as road-block, passenger bus breakdown, route-deviation and traffic violations of a particular bus plying along a particular route. This would also promote disciplined driving culture of public transport drivers which would eventually gain better trust from the public availing public transport services.
The citizen portal will be made available on the RSTA website, once the user training and the installation of the GPS is completed for all the passenger buses.
3. RSTA Annual Report 2021-22
The Annual Report of the Road Safety and Transport Authority for the financial year 2021-22 was also launched. This Report provides a glimpse into the programs, activities, KPIs and challenges in the area of surface transport in the country. The Report also highlights some of the major initiatives and headways made in this sector. Amongst others, a comprehensive National Surface Transport Policy 2021 was developed and submitted to Gross National Happiness Commission Secretariat for policy screening, Road Safety and Transport Regulations 2021 was launched and being implemented. The Strategic Surface Transport Roadmap 2022 is developed which would serve as a guiding document in our pursuit of a safe, reliable, efficient and sustainable surface transport development.
Along with the above, the Ministry also released an advocacy video on road safety and traffic discipline.
The occasion was graced by Hon'ble Minister and Dasho Secretary, MoIC accompanied by all officials of the Ministry.
The Road Safety and Transport Authority would like to inform the general public that towards enhancing quality of online services, the eRaLIS (electronic Registration and Licensing Information System) is being upgraded to eRaLIS 2.0 which will come into effect from August 1, 2022. To this effect, the system developer will be carrying out data migration and system testing from July 29, 2022, 5 PM - July 31, 2022, 9 PM.
Therefore, the eRaLIS and online payment services will not be available during this period. We regret the inconvenience caused.

In line with the press release from the Office of the Hon'ble Prime Minister dated 19th March 2022 on the progressive relaxation of COVID-19 preventive measures, RSTA would like to inform that:
1. Lungtenzampa Office will operate in self containment mode for another week. Besides having to facilitate transport for various frontline agencies, some of our officials on frontline duty operating from the office as part of the NC19TF Transport Unit are identified as primary contacts of a few positive cases that have emerged in the last few days.
As per the directives of National COVID-19 Taskforce, the Road Safety & Transport Authority facilitates passenger bus services. For bus service from Thimphu to other Dzongkhags, please ensure that:
You have a valid antigen negative certificate.
You have applied and obtained e-Pass from https://www.1010.bt/epass/apply/ or call toll free number 1010.
e-Pass is required not only for inter-district travel but also to facilitate your movement from place of stay to Lungtenzampa bus terminal during the Lockdown.
You are willing to undergo a one week "home quarantine" in your place of destination.

The Road Safety and Transport Regulations 2021 will come into effect from 1st July 2022. The RSTA in collaboration with Traffic Police, RBP will be conducting advocacies and sensitization through June 2022.

A Cybersecurity Leadership program targeting senior leadership and officials from the Royal Government of Bhutan began on the 6th of January 2022. It is supported by the Temasek Foundation and organized and implemented by the Nanyang Polytechnic International, Singapore. The program consists of a total of five 2-hour sessions spread over several weeks and is attended by 30 senior officials from across the RGOB and set to conclude on 20th January, 2022.
The promotion ceremony for the thirty-eight employees and awarding of certificates for the outstanding employees (2020-2021) for the officials of Secretariat, DITT, DOIM and RSTA was graced by Hon'ble Judrel Lyonpo on 31st December 2021 afternoon.
