1. Transport Regulatory Division  

The main mandate of the Transport Regulatory Division is to ensure the enforcement of regulatory requirements for the surface transport, and safety auditing on the surface transport sector. While most of the standards will be developed and implemented by respective agencies, this division’s mandate would be to develop and implement standards in the transport sector, which are not covered under the technical standard developed by agencies. The specific mandates are as follows: 

  • Rules & Regulations: Develop and enforce Rules and Regulations for surface transport.
  • Safety Auditing: Undertake safety auditing for surface transport.
  • Safety Standards: Develop and enforce safety standards for all modes of surface transport.
  • Strategies & Guidelines: Develop and enforce safety strategies and guidelines for surface transport.
  • Safety Advocacy: Develop and enforce safety standards for all modes of surface transport.

2. Construction Regulatory Division 

The main mandate of the Construction Regulatory Division is to ensure the third party enforcement of regulatory requirements for the construction (including roads/bridges) sector, and regulatory oversight on construction (including roads/bridges) and spatial plans. While most of the standards will be developed and implemented by respective agencies, this division’s mandate would be to develop and implement standards in the construction sector, which are not covered under the technical standard developed by agencies. The specific mandates are as follows:

  • Rules & Regulations: Develop Rules and Regulations for regulating construction and spatial plans.
  • Safety Auditing: Undertake third-party regulatory enforcement for construction (including roads and bridges) and spatial plans.
  • Regulatory Oversight: Undertake regulatory oversight on construction (including roads and bridges) and spatial plans
  • Safety Standards: Develop and enforce safety standards for all construction not covered under technical standards developed by agencies.
  • Professional Standards: Develop and enforce professional standards in the construction sector.
  • Safety Strategies: Develop and enforce safety strategies and guidelines for construction.
  • Professional Development: Develop professionalism in the construction sector, including induction and refresher courses.
  • Safety Advocacy: Develop and implement safety advocacy initiatives for the construction sector.
  • Registration & Licensing: Provide registration, licensing, certification and accreditation services for the construction sector.

3. Services & Management Division

This division is responsible for ensuring that all services are delivered as per the SDS/TAT, management and administration of Construction Services (Registration of Contractors, Consultants, Specialized firms, Construction professionals and certified builders), Public Transport Services, planning, budgeting for authority and general administrative services. More specifically, the division mandate shall be as follows: 

  • Professional Development: Develop and enforce Service Delivery Standards (SDS), Turnaround Time (TAT) and professionalism for Public Transport services.
  • Service Monitoring: Monitor service delivery by regional offices and designated service providers.
  • Fees & Charges Review: Review and propose fees, charges and fares as necessary for services provided by the Authority or other service providers.
  • Public Transport Management: Manage and administer Public Transport Services, including taxi services.
  • Transport Connectivity Promotion: Promote public transport connectivity, use and reliability.
  • Service Excellence: Promote and enhance professionalism in service delivery.
  • Corporate Services: oversee planning, budgeting, procurement, HR, audit and general administrative services of the Authority.
