1. Why do a contractor need to register with BCTA?
- Only contractors who are registered with the BCTA can bid for public procurement.
- Registering with the BCTA is a form of prequalification.
- It saves time since contractors do not need to prove their qualifications for every project. – Keep oneself informed & updated of changes to government procedures and regulations.
2. How should we start processing for contractor registration?
Contractors should register with the BCTA prior to obtaining their trade license from MoICE.For this, the contractor must:
- Attend an Induction Course conducted by BCTA.
- Then apply online via BCTA or G2C website

3. What are documents required to process contractor registration?
A) For minimum human resources requirements:
- CID copy
- Undertaking letter.
- Academic transcripts.
B) For minimum equipment requirements
- Valid bluebook copy for the registered equipment
- valid insurance copy for the registered equipment
- A verification letter from Construction Association of Bhutan (CAB) for those equipment not registered with the BCTA.
4. While registering for a contractor, which category or classification should I apply for?
If the minimum requirement of human resource and equipment are met, registration in any class is permitted. However, it is advisable to start from a Small Class to gain experience and progressively advance to higher categories.
5. Why should I own the equipment and machineries before I do my registration as a Contractor?
The BCTA considers it important that each contractor owns a minimum number of equipment to:
- Ensures that a contractor has the equipment necessary to successfully execute construction project
- To encourage contractors to make an investment in their chosen profession.
6. Is it possible for me as a contractor to hire HR & equipment only when I am in need?
The contractors have to fulfill the minimum HR & equipment requirement for each category applied for and those equipment should be owned by the individual/firm or the company, But they can hire the HR & equipment if they need more than the minimum requirement.
7. How should a contractor prove that he/she owns required equipment/machineries?
The equipment should be in the name of the company if the firm is incorporated and in the name of owner if the firm is sole proprietorship which will be verified based on:
- equipment’s registration certificate (bluebook) and insurance copy for any item that is licensed by the BCTA.
- For equipment not licensed (vibrators, concrete mixers, etc.), a contractor should provide bills/invoices duly passed by the Department of Revenue and Customs or equipment verification letter from Construction Association of Bhutan (CAB) confirming ownership of the items.
8. Is it possible for one person to apply for multiple categories while registering for a contractor certificate?
Yes, provided you fulfill the minimum human resource and equipment requirements
9. Is it possible for a contractor to start a Medium Class & above without starting a Small Class?
The BCTA strongly encourages contractors to gain experience before tackling larger projects. However direct entry to ‘LARGE’ or ‘MEDIUM’ classes are allowed provided the Human resources and equipment requirements are fulfilled.
10. Is it possible for one individual contractor to register for more than one construction firm?
No. An individual can register as an owner of only one construction firm but can be a shareholder with another company. An individual can also simultaneously hold a construction and a consultancy license.
11. Where should we pay the fees for construction services?
The applicant must visit the nearest BCTA Regional/Base Offices or Regional Revenue & Customs office and email the payment receipt to rchoden@bcta.gov.bt within one month time period.
12. What is the deadline for making the payment and submitting the money receipt to BCTA after application approval, and what are the consequences of missing this deadline?
The registration fee must be paid and the money receipt submitted to BCTA within 30 days of application approval. Failure to do so will result in cancellation of the approved application, and the applicant will be required to resubmit the application by completing the full registration process again.
13. Can a firm update privately executed works in the system?
Yes. A registered firm undertaking private construction works may update such works in the BCTA system to update their turnover, similar work experience and performance score.
14. What is the procedure for updating private works in the system?
- The private project value must be at least Nu. 5 million to be eligible for update in the BCTA system.
- The registered firm must submit a written application to BCTA within 14 days of contract signing, along with required documents such as the contract agreement (where applicable), approved drawings, and approvals from local government/thromdes.
- Upon completion of the work, the firm must submit the Completion Certificate and Average Performance Score (APS) duly signed by the Client Engineer.
15. Are consultancy firms, specialized firms, and certified builders required to attend the induction course for initial registration and the refresher course during renewal?
No, only contractors are required to attend the mandatory induction course for initial registration and the refresher course during renewal.
16. Who is eligible to attend the induction and refresher courses?
- The induction course is open to Bhutanese individuals aspiring to become construction contractors.
- A refresher course can be attended by either the firm’s owner or its registered human resources.
