The Department of Surface Transport (DoST), with support from the World Bank, is piloting road maintenance through Performance-Based Road Maintenance Contracts (PBMC) for the following roads, under a single package with two lots:
- Wangduezam – Chuserbu (PNH) Road
- Gangtey – Phobjikha (Dzongkhag) Road
Under this pilot initiative, road maintenance works – traditionally executed through wage-based labour – will be outsourced to contractors. Unlike conventional contracts, PBMC requires contractors to follow specified service standards and carry out maintenance activities sustainably over a five-year contract period, with monthly and annual activities clearly defined in the contract document.
To familiarize interested contractors with the PBMC contract requirements, service standards, and implementation procedures, DoST will conduct a three-day awareness and training programme on the PBMC contract document.
